Can I install an optic plate on my Canik TP9 SFx & SFx mod.2 at home?

Yes. Remove the cover plate from the optic cut, screw the plate in and screw the red dot onto it. Put a drop of threadlocker on every screw. No milling and no gunsmith are needed.
